The Ministry of Science and Technology was established on 19th July 2016 by the immediate past administration of His Excellency, the then Executive Governor of Gombe State, Alh. Ibrahim Hassan Dankwambo PhD, OON, (Talban Gombe). The Ministry was carved from the then Ministry of Science and Minerals Development which was created by the same administration on 22nd December, 2011, with mandate of promoting, facilitating and supervising activities in Science, Technology and Innovation.

His Excellency, Alh. Inuwa Muhammad Yahaya changed the nomenclature of the Ministry to be the Ministry of Science, Technology and Innovation. His Excellency also established Gombe State Information Development Agency (GITDA).

 VISION

To build science, innovation and technology competence in the 21st century through larger pool of human resources for integrating the existing technological infrastructures that will strengthen the institution towards effective governance.

MISSION

To create policy environment and institutional strength for promoting scientific research, innovation and capacity building to achieve sustainable practices and technologies that will reduce poverty amongst the people.

FUNCTIONS OF THE DIRECTORATES OF SCIENCE, TECHNOLOGY, INNOVATION, ICT, DAF AND DPRS FOLLOWS:-

 

1)      DIRECTORATE OF SCIENCE AND TECHNOLOGY

  1. Formulation, implementation and promotion of appropriate science based Policies and Programmes in the State;
  2. Identifying the scientific and innovation needs in critical sectors of the State’s economy with a view to addressing such needs
  • Encouraging and promoting indigenous scientific innovations and creativity in the State.
  1. Encouragement and promotion of application of modern scientific by indigenous inventors and entrepreneurs.
  2. Organizing, coordinating and carrying out science based capacity building Programmes for Staff of MDA’s to ensure efficient service delivery.
  3. Collaborate with Federal Research Institutions, Universities, and the organized private sector to ensure effective development and commercialization of inventions and innovations from the
  • Establish linkages with National and International Scientific Organizations and institutions such as UNESCO, International Council for Science, International Mathematical Union, Universities and other Educational Institutions etc to enhance the development of scientific knowledge and innovations in the State
  • Formulation and promotion of appropriate guidelines on conservation, utilization, development and commercialization of the State’s Bio-resources e.g. trees including lumber (wood), bio-fuel etc.
  1. Organization and participation in International, National and Local science based workshops, seminars, meetings, technical fora etc.
  2. Explore effective Public Private Partnership (PPP) in the development of science based enterprises for the benefit of the State.
  3. Establish, coordinate, supervise and monitor science based Incubation Centres to deliver specialized skills and improve productive capacities of entrepreneurs and academicians in the State.
  • Supervision of activities of the Board of Traditional Medicine
  • Engage in Agricultural Research in local seeds and inputs development
  • Sponsor and participate in exhibitions, competitions and local scientific innovations and inventions
  1. Collaborate with the State and Federal Ministries of Trade and Industry in registering and protection of intellectual properties in the State

2)      DIRECTORATE OF INNOVATION

  1. Fashion out policies and programmes on Innovative development of the State
  2. Implement Government policies and programmes on Innovation development of the State
  • Collaborate with the Directorate of Science and Technology in the establishment and supervision of Technology Incubations Centres in the State
  1. Participate in National Council meetings, conferences, workshops and seminars on Technology/Innovation promotions matters at National and International levels
  2. Encourage and fast track the development of indigenous Innovations in the State
  3. Encourage Innovation research works in all sectors of the State economy
  • Supervise and coordinate the activities of Automobile, Mechanics, Technicians, Metal Fabricators, Local Artisans and Craftsmen in the State
  • Certification of local technicians, Craftsmen, Mechanics etc. in the State
  1. Organize and participate in Technology/Innovation exhibitions at the State, national and International levels
  2. Liaise and collaborate with Technology Centers and Research Institutes at Federal and University levels in the promotion of local technological advancement of the State

 

3)      DIRECTORATE OF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)

 

  1. Formulation, implementation and promotion of appropriate ICT based Policies and Programmes in the State;
  2. Identifying the ICT needs in critical sectors of the State with a view to addressing such needs
  • Assist in the establishment of functional and reliable computer database and internet connectivity for MDAs, industries and other private concerns in the State
  1. Establishment, coordination and maintenance of a standard portal that will facilitate access to information and research on the Government activities and State potentials, especially its Commercial, Agricultural and Minerals Development, including (but not limited to) information on available infrastructure, through content development and periodic updates of the State’s MDAs websites.
  2. Coordination and supervision of ICT programmes in the State.
  3. Organizing, coordinating and carrying out ICT based capacity building Programmes for Staff of the State MDA’s to promote efficient, effective and timely service delivery.
  • Carrying out electronic filing (storage) of critical documents and information of the State’s MDA’s, Industries and Private Entrepreneurs.
  • Organization and participation in International, National and Local ICT based conferences, workshops, seminars, meetings, technical forum etc.
  1. Explore effective Public Private Partnership (PPP) in the development of computer softwares and programmes for efficient delivery and products development in the State
  2. Supervise the activities of GSM service providers, Handset Repairers Associations and Dealers in the State

 

4)      DIRECTORATE OF PLANNING, RESEARCH AND STATISTICS

  1. Responsible for planning, research and statistics
  2. Collation and interpretation of Data

iii.     Preparation of advanced proposals

  1. Coordination of procurement processes
  2. Responsible for publications and records

 

5)      DIRECTORATE OF ADMINISTRATION AND FINANCE

  1. In charge of General Administrative matters
  2. Member Senior Establishment Committee on appointment, promotion and disciplinary matters

         iii.     Synergize with DPRS in preparation of advance proposal

  1. Chairman Junior Establishment Committee on the appointment, promotion and disciplinary matters
  2. Interpretation of Establishment, General Administration, CSC circulars, rules and regulations as may be issued by Government from time to time.
  3. Supervision of the Accounts Unit and Stores Section of the Ministry
